Our Story
Hello, my name is Jose A. Carrillo. I am a Professional Engineer licensed in the State of Texas and Oklahoma with over a decade of experience in civil engineering and land development.
My journey began at the University of North Texas in Denton, Texas; where I earned a Bachelor of Science in Mechanical and Energy Engineering. Early in my career, I worked with small to mid-sized design firms in the area, gaining broad exposure to site development, drainage design, permitting, and municipal coordination. This experience provided a well-rounded understanding of both the technical and practical sides of development.
After nearly eight years in the industry, I founded Carrillo Consulting, LLC with a clear purpose: to provide responsive, practical engineering services in a rapidly growing market. As development across North Texas accelerated, many firms became overextended, particularly for smaller to mid-size projects with more complex sites. I saw an opportunity to fill that gap by serving clients who needed thoughtful attention, clear communication, and reliable execution. I also recognized the need for Spanish-speaking engineering professionals in our region. Being able to communicate clearly, in either English or Spanish, helps ensure clients fully understand the development process and feel confident in the decisions being made.

Many developers’ biggest concern is the project timeline, and those new to the process may not be familiar with permitting requirements, or the role a civil engineer plays. To address this, we follow a clear, step-by-step process:
- Initial Consultation – A free meeting to discuss your site and development goals.
- Conceptual Layout & Pre-Development Meeting – We work with you to create a conceptual site layout and present it to the local authorizing jurisdiction. At this stage, we map out the process, outline what to expect, and identify key milestones to guide you through each phase.
- Design & Permitting – Complete engineering design and permitting services to meet all regulatory requirements.
- Construction Support – Assistance during construction to ensure your project is built according to plan and stays on track.
In my experience, the engineering itself is often straightforward. Successfully navigating the permitting process is where experience, foresight, and proactive coordination truly make the difference.
